The Housing Division of the Community Development Department is in charge of assisting residents in the purchase of properties, maintaining, and rehabilitation existing housing stocks. The Housing Division has developed and adopted the Housing Element and strives to meet its Regional Housing Needs Assessment allocation set forth by the Southern  California Association of Governments.

There are two programs that currently funded through the California Department of Housing and Community Development. These programs are the CalHome First Time Homebuyers Program and the Owner Rehabilitation Program. The availability of these funds is based on allocations from the State. There are currently two funding cycles that the City has been awarded for a million dollars each. 

 


 

 

                                                                                        

 

First Time Home Buyer’s Program

The CalHome First Homebuyers Program consists of a $25,000 down payment assistance program for qualified applicants. Depending on the project, the assistance may increase to a maximum amount of $60,000.00. The loan is a zero interest and must be repaid in 30 years. The program evaluates family size, family income, citizenship/residency and type of property being purchased. Owner Occupied Rehabilitation Program

 

The Owner Occupied Rehabilitation Program consists of a maximum loan amount of $57,000 for qualified home rehabilitation that is secured through a Deed of Trust. The loan is a 30 year, zero interest loan, that will not need to be repaid until the property transfers title or the 30 year term expires. Some of the repairs that are included in the program, but not limited to, are roof replacement, exterior painting, new windows, plumbing, electrical repairs, termite fumigation, and health and safety repairs.

Home Energy Renovation Opportunity (HERO) 
 


Through partnership with the City of South El Monte, HERO is available to you as an affordable way to make energy efficient, water efficient, and renewable energy upgrades to your home. HERO offers low-fixed interest rates and flexible payment terms of up to 20 years, with repayments made through your property taxes. You can use HERO to finance energy efficient projects that can increase your property value, lower your monthly utility bills, make you more comfortable in your home and contribute to making your community more energy independent. Do you have high electricity bills? If so, the Energy Assessment Screening for Your Home (EASY) program provides a free home assessment that will help you identify opportunities to reduce your energy usage and costs. With the home assessment, you’ll receive customized solutions and project recommendations, as well as information on rebate and financing programs through local utility companies like Southern California Edison (SCE) and Southern California Gas Company (SCG). 

Participation in the EASY home assessment is voluntary. EASY is a program of the San Gabriel Valley Energy Wise Partnership, and home assessments will be conducted by members of CivicSpark, a climate action based program of the Local Government Commission.
