  The City Clerk's Office is responsible for administrative duties in City Hall, including preparing all City Council, Successor Agency, and Oversight Board agendas; attending meetings and recording the actions taken by the Council and; administering Oaths of Office to newly elected officials and appointed commission members; bid openings; maintaining all original deeds and easements; maintaining the City's legal records; managing Fair Political Practices Commission filings; overseeing the City's election process; and processing public information requests.

  City Commissions ​ 
   
  The City of South El Monte has three standing commissions: Community Services, Patriotic, and Planning. Each commission consist of residents appointed by the City Council to serve a term of one year. If a vacancy occurs during the term, the City Council shall appoint a Commissioner to serve the remainder of the term. Nominees for the Commissions are obtained from the applications on file at City Hall. City of South El Monte employees and elected officials are not eligible to serve as a member of a commission.

    SB 272

 

Governor Jerry Brown approved Senate Bill 272 in October 2015, which requires the City to create and post a catalog of its “enterprise systems” by July 1, 2016, in a prominent location on the City’s website.  The catalog will be updated annually.  An “enterprise system” is defined under Government Code Section 6270.5 as:

A software application or computer system that collects, stores, exchanges, and analyzes information that the agency uses that is both of the following:

A)  A multidepartmental system or system that contains information collected about the public.

B)  A system of record.

A system of record means a system that serves as an original source of data within an agency.
